Doug Lewin
Doug Lewin is the author of the Texas Energy and Power Newsletter and the host of the Energy Capital Podcast. Doug Lewin founded Stoic Energy in 2018. Previously, Doug led government and regulatory affairs work for CLEAResult, an energy efficiency program implementer for over 250 utilities in 40 states and provinces. Prior to joining CLEAResult, Lewin was the founding Executive Director of the South-central Partnership for Energy Efficiency as a Resource (SPEER). SPEER was recognized by the US Department of Energy as the regional energy efficiency organization for Texas and Oklahoma, working with a network of similar organizations throughout the US to advance energy efficiency.
Lewin worked at the Texas Legislature for five years as a legislative aide, primarily on energy, environment, and climate issues for three different elected officials in the House and Senate. There, he established a successful bipartisan energy policy working group which deepened the knowledge base of a wide group of Capitol staffers and members by bringing in guest speakers from industry and academia.
Lewin is a nationally recognized energy expert, particularly in the electric grid, renewable energy, energy efficiency, demand response, utility regulation, and pollution reduction. He has been featured in newspaper articles and TV/radio segments throughout Texas and nationally, including the Austin American Statesman, the Dallas Morning News, the Fort Worth Star Telegram, Houston Chronicle, Texas Monthly, the Texas Observer, Texas Public Radio, the Texas Tribune, the New York Times, and more. Lewin earned his Bachelor’s and Master’s degrees from the University of Texas at Austin and is a proud husband and father of four children.
Marlene Guerrero Plua
Marlene Guerrero Plua joined Stoic Energy Consulting as the Climate and Clean Energy Coordinator in June 2021. A Rio Grande Valley girl at heart, Marlene’s advocacy work is fueled by her own personal narrative, growing up in a rural community, being raised by a single mother, and having worked as a migrant farmworker. Marlene knows firsthand the hardships perpetuated by racial inequities and poverty.
Marlene comes to Stoic Energy Consulting after working for Jolt Initiative as the Project Manager, where she developed and managed strategies for engagement and impact ranging from climate justice campaigns to leadership programming for Latinx youth.
Prior to Jolt, Marlene worked at Texas RioGrande Legal Aid for a decade. During her time at TRLA, she shaped an outreach and engagement plan to increase legal education along the Texas-Mexico border and surrounding rural areas on title disputes, real property tax foreclosures, and wills and estates; helped community organizations ensure $14.1 million of the Disaster Recovery Program Community Development Block Grant (CDBG) to improve drainage infrastructure in low-income neighborhoods in Hidalgo County; expanded environmental justice education and outreach efforts in the Rio Grande Valley to increase water quality complaints, permitting and enforcement matters; and obtained a grant to develop a bilingual mobile app for farmworkers to learn about their workplace rights and how to make a complaint.
Marlene brings a wealth of knowledge in project management, collaborative partnerships, and creating robust community outreach and engagement planning.
Marlene is a first-generation college graduate from Kalamazoo College where she earned a B.A. in Anthropology/Sociology with a concentration in Media Studies and studied Spanish Language and Literature at the Universidad de San Francisco de Quito in Ecuador.
Marlene is a passionate and fierce leader fighting for a better world for her son and the generations to come.
